From 2023, the second heating subsidy package (Heizkostenzuschuss) goes into effect in Germany

Subsidy for heating

Help for about two million individuals

The federal government provides targeted assistance to around two million low-income individuals with a second heating subsidy of at least €345. This includes approximately 1.5 million individuals entitled to housing benefit (Wohngeld), which includes many families, single parents and senior citizens, as well as approximately 550,000 students and trainees with BaföG (state social benefit).

Everyone is affected by the sudden increase in heating costs, but people with lower incomes are especially affected, because a significant part of their income goes to housing costs. These people have already started using their heating aid.

In order to further relieve them financially, the federal government is now increasing support with another subsidy for heating costs. It should be noted that the first subsidy was paid last year between September and December, depending on the federal province.

Who is entitled to subsidy for heating costs?

With the second subsidy for heating, a total of about two million people were relieved, including about 660,000 residential households where about 1.5 million people live. Many families, single parents and senior citizens living on low incomes or pensions benefit from the subsidy. Around 553,000 students and trainees with BAföG, advanced trainees and trainees with vocational training grants or training allowances also receive another subsidy for heating costs.

How much money do users get?

For households receiving housing assistance, the one-time subsidy – distributed according to the number of people – amounts to 415 euros for a one-member household, 540 euros for a two-member household and 100 euros for each subsequent person. Thus, a five-member household will be paid 840 euros in heating aid.

Trainees, apprentices and students who are entitled to a subsidy receive a subsidy for heating costs in the amount of 345 euros.

Should a separate application be submitted for a subsidy for heating costs?

A subsidy application is not required. It is paid ex officio. Federal states are expected to disburse the grants this year.

How is the grant paid?

The subsidy will be transferred to your own account, the same account to which housing benefit (Wohngeld) is paid.

Should proof of heating and rent be provided?

No, the subsidy is awarded in a one-time amount.

Who finances the heating subsidy?

The cost of the heating subsidy is borne entirely by the federal government.

Users must receive their subsidy, such as BAföG or housing allowance (Wohngeld), in at least one of the months between September and December 2022 in order to be entitled to the heating cost subsidy. The law on the second subsidy for heating entered into force on November 16.
